If a switchover occurs on the ASR L2TP LAC when thousands of sessions/tunnels are
being disconnected, it is possible that some sessions will be left in a "stale" state on the newly active RP.  Apart from memory wastage, there is a functionality impact too since future sessions/tunnels with the same session/tunnel id as these stale sessions may be rejected.


Only occurs if a switchover is done when thousands of sessions/tunnels are being disconnected. If on the newly active RP, a tunnel either fails to resync successfully with the peer or else it receives a STOPCCN from peer while still in resync phase, then some sessions in that tunnel that were in the process of being disconnected might end up in this stale state.
