Symptom:
When adding a remark line to an access-list (when optimization is enabled) the CPU make spike to
95%+ for an extended period of time during compilation.  Depending on the size of the ACL, this has
been seen to take up to 30-40 minutes.  But when adding a permit or deny line to the same ACL, the 
compilation time is less than a minute.

Conditions:

access-list optimization is enabled
