Description (partial)

Symptom:

When preemption is used and during switchovers to Secondary switch to be standby,
some packet drops occurs. This can be seen when a host sends traffic through FWSM.
With redundancy force-switchover command, there's no packet drops.
This is due to mac-address-table updation for FWSM fails during preepmtion.

Conditions:

FWSM is used in VSS environment.
