Description (partial)

Symptom:

Customer is trying to upgrade from their 4.2.130.193M code to the 4.2.176.51M official release but the tftp process is failing.  If they reboot the controller they can then successfully tftp the new code to the controller.

Conditions:

Seems to occur on controllers with a higher number of APs.  TFTP transfer of the new controller image fails.
