Symptom:

Error message not consistent 

Go to App server -> Usage configuration and set 
   a) "Password does not repeat or reverse the user ID" to Yes
   b) "Password is not "cisco", "ocsic" or variation of these" to Yes

Add user on App and set password to be repeated or reverse user ID.Verify an error appears 
   a) "The new password cannot be used because it may not be repeat or reverse the user ID."
   b) "The new password cannot be used because it may not be "cisco", "ocsic", or any variant obtained by changing the capitalization of any letters."

Add user on CM with the same procedure.

Expected result:
The same error appears.

Actual result:
  a)An error "The new passwords does not repeat or reverse the user name".appears
  b)An error "The new password is not "cisco" or "ocsic", or any variant obtained by changing the capitalization of letters therein."


First note is that the field is not username but user ID and second the error should be same as on App server as it is for all other options regarding password complexity section.
In second case the error is entirely not correct.
