Description (partial)

Symptom:

After changing the IPv6 link local on an interface over which we're peering with isis or ospfv3, we see 6-8 seconds of traffic loss.

Conditions:

Currently two messages are sent when we change the LL address, a delete, and an add.  IGPs react to the delete by tearing down the session (then rebuilding when the add is received).  When we send a single change notification, this will no longer be necessary.
