Description (partial)

Symptom:

During heavy CIFS use, when CIFS cache is 95% full, CIFS users experience slowness.

Conditions:

At 95% CIFS cache usage, eviction occurs.  If data coming into the cache because of heavy use outpaces the eviction process, then eviction will become more agressive.  Because the markers are so close between when eviction starts and when eviction becomes more agressive, eviction may not have enough room to perform a less aggressive eviction.
