Description (partial)

Symptom:

After reloading APS working/protect channel whichever is enabled, E3 serial interface went in up-down state even though sonet controller is Down(APS disabled channel).

Both working and protect links [Both Jag48, 4XOC12] are in same chassis, R1.

       K2: 0x05 (bridging Null, 1+1, bidirectional)
  Working ch 1 (SONET0_2_0_1): Enabled
    SDH framing

One serial interface [E3] with 100 FR PVCs are cofigured on both the routers.
