During boot up or on a SUP switchover the standby SUP may reset because a diagnostic test
is failed.  The test is test_acl_deny


This problem is seen on a Cisco 7600 with dual Supervisor Engines.  When you perform a SUP switchover and the new standby is booting you may have hit this bug if you see the following logs displayed on the standby SUP.
