Cisco router configured for GGSN, can end up having 
stale PDPs when  different GTP version create req 
comes from SGSNs (sig and  data different) 
with different Restart value. when different
restart values are received witin duration less 
than 60 sec

This is extremely rare possibility, as restart value
changes when SGSN has gone through reload, so for
this to occur same SGSN has to go through cycle
of reload, come-back-up, and then again reload in
less than 60 sec


- Different GTP version PDP should be there.
- Restart counter value should be different.
  and subsequent different Restart-Counter 
  should reach GGSN within 60 seconds of 
  previous new restrat value
