Description (partial)

 Crash at aib of LC and/or RP on IOS-XR 3.7.0 occurred by inconsistancy
of adjacency information.
 If this condition is continued, this crash is also continued. 

 For this to happen we should have atleast got close to 65000 adjacency
creates/deletes . This could happen only if the interface flaps for so long or
there were numerous shut/no shut on that interface. It should not happen in
other cases. In the customer network we happen to notice interface state
transitions in very large number and that's how this issue was hit.
 This is bound to happen from release 3.7.0 and above.
