Description (partial)

Symptom:
Changing an interface's administrative state between DOWN and UP may cause CPUHOG
messages to be displayed for the cpf_msg_rcvq_process process on the standby SP.

Conditions:
a) Number of configured VLANs is at least 2500.
b) Spanning tree MST mode is configured.
c) MVRP is disabled.
