Description (partial)

Symptom:
QOVR restarts in loop.

Conditions:
If more than one cluster with the same cluster ID is added to Service Monitor, only one of the clusters will be in a Success status. The others will be in Failure status due to Duplicate Cluster ID. If the QOVR process is restarted (for example, because of a server restart), the restart cannot complete while duplicate cluster IDs are present. However, when the monitoring process finds that the QOVR process is not running, it tries to restart QOVR again.  As a result, the QOVR process continues to restart.
