Description (partial)

Symptom:
An outlook client or a group of clients is not receiving new emails from exchange server. 

Conditions:
High load - many outlook client synchronizing their inboxes in parallel. 
This can happened in sites which are sized to the limits of the box. 
In morning rush when many clients come in at the same time in the morning 
and synchronize their inboxes together. 
In cases where the box resources are used to its limits can trigger this problem.
