Description (partial)

Symptom:

Wideband SPA 1/2 in SIP-600 stuck after doing "hw-module bay x/y shutdown and no shutdownt"

Conditions:

1. Check OIR status if all wideband SPAs in SIP-600 are active status and rf-counters are increasing  correctly on each rf-cahnnels.

2. Execute "shutdown" on over 3 SPAs including bay 1/2 at the same time 

Router(config)#hw-module bay 1/0 shutdown
Router(config)#hw-module bay 1/1 shutdown
Router(config)#hw-module bay 1/2 shutdown
Router(config)#hw-module bay 1/3 shutdown

3. After some time, execute "no shutdown" at the same time as below

Router(config)#no hw-module bay 1/0 shutdown
Router(config)#no hw-module bay 1/1 shutdown
Router(config)#no hw-module bay 1/2 shutdown
Router(config)#no hw-module bay 1/3 shutdown

4. after 3), check "rf-channel counts" via "sho hw-module bay all counters rf-channel" ,
    No packets are sent from SPA 1/2.
