Symptom:
When time-based UUID generation method is used in uuidgen tool, system will report duplicate uuids due to a compromise implementation where UUID is validated in the Universe based on its "suffix", whereas time-stamp method creates UUIDs where suffix is not unique -- only the prefix is.

Conditions:
