When using GSM to create a new Agency,  the Admin COS created is based on the Default Subscriber COS instead of the Default Administrator.   Once the Agency is created, open SA > Subscribers > Class of Service.  You will note that two new Classes of Service are created, (name)-Admin and (name)-Client.  You will note that under System Access, the -Admin COS does not have Cisco Unity Administrator application access enabled under Subscriber System Access Rights.


Using GSM 2.01.15, right click and select Connect to on a Unity server (which enables the top action bar to show View.)  Select View > Agency, and right click and select Create New Agency.
