The UCM SIP Stack doesn't respond to incoming REFER from a third party IVR for a call that is already being disconnected.

 The BYE is sent by UCM due to call disconnect. THe REFER from third party IVR  should the result in a 481 response sent by UCM

Third party IVR such as Voxeo connecting with UCM via SIP Trunk
