Description (partial)

If a context is already configured for HA and is in Standby Hot state, but its peer is not recognized by ANM, then any  config change deployed through ANM will cause  the changes to be saved to local ANM DB even though the device rejects it (As it is standby hot and configuration. is likely disabled). It cause the context config in ANM to be inconsistent with device.
The context is in standby hot state and its HA peer is not identified by ANM (either not imported, or can't be identified conclusively)
