Description (partial)

Symptom:

ASA with IPSec RA VPN tunnels fails to sync up vpn-session count on both ASA's after a clear cry isa sa on the active unit

Conditions:

- pair of ASA's running in failover mode
- on the standby ASA the following error can be seen in the log if logging standby is configured:

%ASA-4-737030: IPAA: Unable to send 10.10.10.10  to standby: address in use
%ASA-3-713107: Group = test, Username = test, IP = 10.1010.10, IP address request attempt failed!
