Description (partial)

Symptom:
When billing and associated packetcable instance is configured, call detail records (CDRs) are sent to the configured radius server. When all the servers are not reachable, SBC is attempts to cache the records.

Currently, the caching functionality does not work as expected. SBC does not write records to a file and if it writes, it does not read the records from the file. 

Another aspect of this is that when connectivity to radius server is detected to be down, the only way to bring it back up and force CDRs to be sent to the radius server is to execute <cmdBold> no activate<noCmdBold> followed by  <cmdBold> activate<noCmdBold>  under  <cmdBold> no billing <noCmdBold>  configuration in config mode.

Conditions:
This issue happens with connectivity to the radius server is broken.
