Symptom: If the NET_NOREDIST flag is set on a route which currently exists in the RIB, a ROUTE_DOWN event will be signaled to any protocols which had previously received redistribution ROUTE_UP/MODIFY events for that route. RIP does not properly process this notification- it does a lookup in the RIB, finds the route with a valid next hop, and incorrectly ignores the ROUTE_DOWN event. Conditions: Redistribute a route from EBGP and then redistribute the same route from IBGP peer with better bgp attribute so that BGP best path algorithm installs IBGP learned route in RIB.
