Symptom:

Documentation regarding the "Contact" user type does not mention it can only schedule on behalf of users in MeetingTime using the Act As feature and not in MeetingPlace Web.

Also the "On Behalf Of" field in the scheduling web page only shows up for Attendant level users and above.
