Cisco Bug: CSCta25300 - Wrong DS frequencies are offered to WCMs

Description (partial)

Symptom:
1. 3ch wideband CM tried to register via spa 1/0/0 RF 6(586MHz)  --> primary channel
 
2. CMTS should allocate RCC with 1/0/0 rf 6,7,8 as a bonding group. 
but, CMTS actually allocated bonding group 46 (spa 1/0/1 rf 6,7) as below.
 
3. And then, CM became "w-online". but its RCC info was as below.

CMTS doesn't have such bonding group which are composed of 586, 610, 618 MHz.

Conditions:
When the 2 and 3 channel bonding groups exist in one HFC, one more 2,3 channel bonding groups are added
