Description (partial)

External Mask Number not used in CallBack over QSIG

Call Flow:
Phone A --> CM 4.3.1 --> H323 GW (QSIG) --> SP --> H323 GW --> CM 4.3.1 --> Phone B
For the first call set-up, Calling Party has External Mask, for the CallBack setup, there is no External mask added on Calling party and the GW rejects the call. 

This issue is not seen in version 4.1(3)sr3a 

Phone A which is configured with CallBack Softkey template calls Phone B.
 Phone B doesn't answer the call.
 Phone A press "CallBack" button.
Call is disconnected from GW (temporary failure), message on Phone A is "CallBack cannot be activated on 519010 Press Exit to Quit the screen"
