Description (partial)

Symptom:
Broadcast Message Administrator reports that "You are not authorized to use 
the Cisco Unity Broadcast Message Administrator" even though it is configured.
  
 Conditions:
This could occur in Cisco Unity 5.x and Cisco Unity 7.x.

Broadcase Message Administrator is configured as follows:
*Subscriber can send broadcast messages to subscribers on multiple servers - 
checked
*Subscriber can update broadcast messages stored on this server  - unchecked

A subscriber should be able to send a broadcast message to subscribers on 
multiple servers, but not be able to update messages stored on this server.

To recreate:
1. On the Subscriber > Features page, check "Subscriber can send broadcast 
messages to subscribers on multiple servers.
2. Call into Unity and login as a subscriber.
3. From the subscriber main menu, say "Broadcast System Administrator."
4. Prompts report that subscriber is not authorized.
