Symptom: CUCM upgrade fails during database migration to the inactive partition. Conditions: This can occur whenever a database modification is made during the upgrade process. This includes changing directory numbers, deleting devices, etc. In CUCM versions prior to 6.x this includes Extension Mobility login or logout operations.
