Description (partial)

Symptom:
Receiving "unable to add; config limit reached" error after issuing an "access-list commit" in manual mode of commit. These excess ACEs will remain in uncommitted state even on changing the commit mode back to auto. Only way to get rid of these uncommitted ACEs will either be to create space for them by deleting other rules or get rid of them by going to manual mode and giving "no" of those ACLs.
Conditions:

Only if the last ACE in an ACL is in the uncommitted deleted state i.e (while commit mode is manual), this issue will come up.
