Description (partial)

Symptom:
 
 On a uBR10000 with SIP-600 containing the Wideband SPA, if the FPGA version
mismatch is detected, the FPD feature will attempt to upgrade the FPGA. This
FPGA upgrade can fail and can also corrupt other SPAs plugged into the SIP-600.
 
 Conditions:
 
 Asynchronous events such as OIR of one SPA while the FPGA of another SPA is
being upgraded or hardware/low-level software failures on the jacket card can
cause this issue.
