Description (partial)

Symptom:

If I pickup a phone with german network locales you can her the internal dial tone which is like
tut tut tut ------- tut tut tut, meaning three short tones and then a pause, which you can see in the 
g3-tones.xml like 200 on 300 off 200 on 300 off 200 on 800 off
when you use an analogue phone at an VG248 it's the same, 
but when you use an analogue phone at an VG224 it is the normal outside dialtone.
I also attached the gateway tone file, so you can see, that there is a difference.
