Description (partial)

Currently When SBC get INVITE with offer G711 stream without ptime attribute, it forwards to peer adding ptime=10, this is not compliant with RFC3515, the default ptime for PCMA/PCMU is 20ms, thus after adding ptime=10, the offerer/answerer has different interpretation of ptime expectation, which would cause RTP packetization mismatch.
