Description (partial)

Symptom:
After a router reload mids and tails on the router that was reloaded may have upstream and downstream router-id as "don't care", when displayed via sh mpls traffic-eng tunnels role <tail/mid>.

Conditions:
After a router reload, in cases where tunnel signaling beats the topology update for the neighbor(s) in question, the IGP update for the neighbor is NOT in the topology, thus the RID is ignored and displayed as "don't care".
