Description (partial)

 On the Cisco Systems ASR1000 Series router when a IPV6 packet arrives at the router for a non-directly connected host and there exists a route for that non-directly connected host and Neighbor Discovery has not been performed for the nexthop used for that route,  the router will improperly using the destination address in the packet for initiating ND instead of using the nexthop associated with the route found for the packet.  

 IPv6 is configured, Neighbor Discovery has not been initiated on the ASR1000 router for the route.
