Issue was not reproducible in 3.9.1
L2vpn is moving to use GSP directly in 4.0 instead of using ENS so this issue will
not be applicable in 4.0 ddts to be closed as it was opened against 3.7.3 where it 
occured 4/4 times

Symptom:

The following syslog message are observed after process qos_ma_ea on RP node restarted:

igmpsn[195]: %L2-IGMPSN-3-DP_CONGESTION : Layer 2 multicast data plane programming congestion 

And IGMP snooping traffic will not get forwarded until the condition is clear about 90 seconds later and this log is seen:

%L2-IGMPSN-5-DP_CONGESTION_CLEAR : Layer 2 multicast data plane programming congestion cleared

Conditions:

When a system has the 40x1GE Linecard with 262,144 egress queues and 130,072 ingress QOS queues configured and IGMP snooping enabled on another set of Linecard in another slot.
