Description (partial)

Symptom:

IPDR export records do not report increment  for only Downstream counters for some cable modems.
Upstream counters are reported correctly by IPDR.

The problem will affect voice modem in case the modem is provisioned with inactivity timeout--- This statistics problem will cause CMTS falsely consider the voice CM is idle and tear down the voice flow even there is active voice call going through the modem.

The problem will also affect wideband modem since the data of wideband modem is encapsulated with DSID, which is fetched by stats index.

Conditions:

Above problem is observed on uBR10K with PRE2 running 12.3(23)BC4 and 12.3(21)BC images.
