Description (partial)

On shutdown of the HIA interface on the router, the router times out HIA's and sends out query removal message on alternate interface.  On receiving the query removal message, the WAE responds back to the same IP address. The router accepts this and keeps the WAE in farm.  Since the router never receives HIA's on HIA interface , it periodically times out the WAE, sends query removal on alternate interface, gets response and is happy. This continues forever.

The HIA interface is down and WAE can still receive messages from the Router through alternate interface.
