SMTP Mail notifications which are set from the monitors are not working

Steps to reproduce:
Login with the system console.
Click on the Partition
Click on the specific department
Click on the monitors.
Click on the specific monitors in the List pane .
Click on the Notification in the property pane.
Click on the condition tab.
Provide the below condition :- Type :- "RX-Instance" , Attribute :- "State", Operator :-" =", Value:- "Stopped", Booleon :- "And"
After this click on the Messages Tab:- Provide the value of "To Email Add" , "Subject" and Message content.
Save above setting.
Now when stopping the rx instance as per default behavior one should receive the alerts but this does not happen
