Description (partial)

Centrex sub dials 411.  When SIP REFER is returned, call is disconnected due to invalid NOA.

Centrex sub using CDP & call egress from BTS is over SIP & loopback TG is used.

When 411 endpoint returns REFER to re-route call, BTS will use NOA 23/CELL_GLOBAL_ID_NWT900.  After getting the REFER we route call on loopback TG. When call comes back on loopback TG (ANI based routing is in place), for Centrex subscribers BTS tries to run the dialed number through custom dial plan. Since the call completion is to a PSTN number, it requires a '9' in front of the dialed number for the call to succeed.
