Symptom:

Problem only occurs after failed alarm outdial due to Error 3171 (no IPGW) just after startup:

Subsequently port 0 doesn't function, does not take incoming calls, directed outdial results in

05/23 09:40:07 MIN  0x901b9  0/3, "cpiphandler.cc", 1796 (0xffff, 0, 0, 0)
                    IP port 65535 inconsistent, port 0

in exlog. All other ports functioning correctly.

Conditions:

Failed alarm outdial due to error 3171 at startup.
