Symptom:

Copy and mkdir commands with relative paths do not work from within an exec tclsh process.  They will fail claiming the file to be copied or the directory to be created does not exist.

Conditions:

This has been seen to occur on IOS 12.4(20)T and higher.  Earlier versions of IOS correctly handle relative paths.
