Symptom:

Emergency calls using backup route point (RP912) gets busy during CER failover
Conditions:

Steps to reproduce the issue:
------------------------------------------
1. Fresh install CER Pub and Sub with CER build 
    7.0.3.10000-4
2. CUCM version is 7.1.2.10000-14.
3. Make sure 911 calls are successful and 
    dbreplication is proper.
4. Shutdown CER Publisher
5. Check RP912 registration status in CUCM Device 
    > CTI Route Point Page as registered to CER sub .
6. Try making 911 call.

Observation:

Calling phone shows busy.
