Description (partial)

Symptom:

DB Replication broken after DRS restore.
Conditions:
Steps to reproduce the issue:
------------------------------------------
1.  Fresh install CER Pub and Sub with CER build 
     7.0.3.10000-4.
2.  Configure Pub with required configurations in order 
     to make 911 calls successful.
3.  Make sure that DB Replication is proper in both 
     the servers.(Check the CLI command "utils 
     dbreplication status" in both CER Pub and Sub)
4.  Take DRS backup and store in a remote location.
5.   Fresh install CER Pub and Sub with build 
     7.0.3.10000-4.
6.   Shutdown CER Sub.
7.   Restore DRS data in PUB.
8.   Restart Pub.
9.   Start CER Sub and restore DRS data on it 
      followed by a restart. 

Observation:
-------------------
1. Found that Cisco ER Admin page is accessible in 
   both CER pub and CER sub as well after DRS 
   restore.
2. RP912 is not getting registered in CER Subscriber.
