Symptom:
  Packets counter of show policy-map interface or show policy-map control-plane does not increment
  
  Conditions:
  On SUP6E, show policy-map interface or show policy-map control-plane does not increment (class-
map) match packet counter for CPU originated or CPU switched packets.  The packet counter always 
shows 0 packets.
