Description (partial)

Symptom:
   Outlook Client unable to connect  to Exchange server. The following error
messages appear in the syslog as the conneciton hand over fails during 
overload,

"Policy Engine: (pe_reserve_fltr_flow_policy_AO) AO resource reservation 
denied, rc = 317, dst aosh_id: 12, cfgd_accl: MAPI, accl_reject: TFO Limit"

   Conditions:
    - Open a outlook from Client1
    - See that this client information are available in "sh policy-engine
  application dynamic"
    - Close the outlook client.
    - Now make the box to go overload state.
    - Now try to open the outlook from the same Client1, outlook fails to 
 connect.
