Symptom:

Router experiences a PXF crash when trying to apply a service policy to an atm VC while MLPPP is configured under a virtual-template. 

Crash example:- 

In PPP/PPPoE over ATM configuration, a service policy attached to a vc
will be suspended when multilink ppp is enabled.
A service policy can be attached to a multilink ppp bundle interface only.
In PPP/PPPoE over ATM configuration, a service policy attached to a vc
will be suspended when multilink ppp is enabled.
A service policy can be attached to a multilink ppp bundle interface only.
