Cisco Bug: CSCsz72015 - RTMT should show itself in taskbar while showing login screen

Known Affected Releases
Symptom: RTMT not showing in task bar at startup. It is hiding behind other windows if user started working on other things while RTMT was starting. Conditions: RTMT just started and is waiting for user to accept certificates / log in. After logging in and accepting warnings, it is showing in task bar.
