Description (partial)

Symptom:
Once peer link goes down, if an up vpc port flaps on primary, it stays down saying peer-link is down.

Conditions:
Peer-link is shut, and vpc goes down after peer-link on primary, and tries to come back up.

Workaround(s):
Keep sufficient redundancy in peer-link, multiple members across different LCs, to avoid peer-link down.
