Description (partial)

Symptom:

On a multi-chassis system, after upgrade from 3.6.2 to 3.6.3 image, we notice redundancy not being established on a nDSC rack with the following error:

RP/1/RP0/CPU0:May 14 16:19:05.555 : cfgmgr-rp[135]: %MGBL-CONFIG-0-INIT_FAILURE : Configuration Manager was unable to initialize the Node Sanity module. Error: ''CfgMgr' detected the 'fatal' condition 'The Configuration file does not exist.''.   Initialization will be tried again after 60 seconds.

Conditions:

Upgrade from 3.6.2 to 3.6.3 image.
