Symptom:

Port goes to errdisable (%PM-4-ERR_DISABLE: link-flap error detected on Gi0/1, putting Gi0/1 in err-disable state) after single flap on ME3400 switch.

Conditions:

Two ME3400 switches, IOS 12.2(50)SE3, connected back-to-back with 100BaseBX-10U/D SFP.
