Symptom: EIGRP adjacency is broken after

1. Enabling ip pim spare-mode on a vlan interface in a vrf without enabling multicast routing on the vrf or

2. Enable multicast routing on the vrf and setting the stp threshold to infinity

Condition: 4500 sup6E running 12.2(50)SG1
